Legislative Updates

Pursuant to Miss. Code Ann. §25-61-19, the following legislation was enacted during the 2025 session that revised the powers and duties of the Mississippi Board of Trustees of State Institutions of Higher Learning:

  • SB 2216 - IHL; Remove Date of Repeal. Removed the repealer on language allowing certain campuses to self-manage projects.
  • HB 3 - To revise the composition of the Mississippi Commission on College Accreditation. Added representation from private universities, proprietary schools, and university and community college campuses to ensure that all postsecondary educational sectors registered with the commission have representation thereon.
  • HB 1193 - An act to prohibit state institutions of higher learning from creating, promoting and Implementing diversity, equity, and inclusion (DEI) programs.
  • SB 2518 - An act to authorize the board of trustees of state institutions of higher learning, acting on behalf of a public institution of higher learning, to enter into leases and subleases of property located thereon. Requests the IHL board’s process for granting a P3 and recommend legislative changes to the law by Oct. 1.
  • SB 2519 - An act to authorize the board of trustees of state institutions of higher learning, acting on behalf of the University of Mississippi, to enter into leases and subleases of property located thereon. Allow P3 developments on specific UM sites.
  • SB 2526 - To allow nonresident students to fully participate in the Yellow Ribbon Program and receive funds. Allow Mississippi universities to participate in the VA’s Yellow Ribbon Program and offer tuition breaks for out-of-state veterans.
