Learning (IHL) today adopted a conceptual framework to begin discussions with the Governor and Legislative leadership about consistent, stable funding over a five-year period, with an overall goal of enabling Mississippi to reach the midpoint funding of the 15 neighboring states which comprise the Southern Regional Education Board (SREB). "This conceptual framework lays the foundation for discussions with the Governor and the leadership of the Legislature about Mississippi's public university system," said Board President Amy Whitten. "Higher education investments and increasing the number of our citizens holding university degrees will improve Mississippi's future quality of life and enhance our economic competitiveness." During the meeting, the Board reviewed a variety of scenarios based on enrollment and tuition assumptions. Currently, Mississippi's University System is at 92 percent of the SREB average in terms of appropriation per full time equivalent student. The Board's conceptual framework would bring Mississippi up to 100 percent of the average SREB appropriation per full time equivalent student within five years. It also provides a means for the Board, Mississippi's public universities, and Mississippi's elected leadership to plan for adequate, stable funding for Mississippi's public university System as well as discuss what is needed in state appropriations for the classroom to offset tuition increase amounts. The conceptual framework lessens the impact of the Board's six year implementation plan for its funding allocation formula and requires all institutions to redirect existing dollars to Board established funding priorities through institutionally initiated efficiency efforts. The number of incoming freshmen at the university is up 12 percent from this time last year, and with the late registration period extending to Aug. 29, that figure is expected to climb, said Southern Miss Vice President for Student Affairs Dr. Joe Paul. In addition, the percentage of transfer students is up six percent from last fall. Paul credits an aggressive effort to promote the university and its quality academic programs for the increase. "More and more students and their parents are recognizing the uniqueness of Southern Miss, that it is a comprehensive university, but yet a place where students can still get personal attention," he said. Paul said that not only is this 2008-09 freshman class potentially the largest in school history, but also one of the most academically talented. Cohort V consists of 22 students from as far away as Minnesota and Nevada. The Executive Ph.D. Program, which admitted Cohort I in 2004, aims to develop scholars, practitioners, researchers, and other professionals who seek advanced knowledge and skills related to urban higher education. Jackson State President Ronald Mason, Jr. said the national class program was modeled after a similar program at the University of Pennsylvania. "A lot of people can't afford a $150,000 tuition, but they want to be somewhere with the same quality," Mason said. "Every year we get closer and closer to what Pennsylvania is doing and see them as a competitor." Ying (Nancy) Liu, who is a member of Cohort V, came to Jackson State from China when Mason and Velvelyn Foster, Jackson State's vice president for academic affairs and student life, visited the country four years ago and brought her back. Liu, now in her third year as an instructor at Jackson State's Division of International Studies, has been teaching for 30 years and has been a university administrator for eight years. "I'm proud to be here," Liu said. "This is my dream; I've worked hard." MSU's Forest and Wildlife Research Center is looking for volunteers to determine grabblers' attitudes and characteristics. The study will conclude in December. Grabbling, or noodling, is often thought of as a lost art. The tradition, handed down through generations, has only a handful of participants each year. Wading in water, close to the bank, individuals place their hands in a cavity in hopes of the fish's biting their hand. Grabblers, expecting a large catfish, may find some other water-loving creature inhabiting the hole. These people do not necessarily love pain or the fear of the unknown. They simply seek a trophy catfish -- the size that definitely will leave scars. "Grabblers are definitely a unique breed," said Kevin Hunt, associate professor of wildlife and fisheries. "Grabbling does not require a special permit in Mississippi other than a sport fishing license, so little is known about this group of anglers. We hope to find grabblers to participate in the study to identify why they hand grabble for various catfishes, how often they do so, their attitudes toward fishing and fisheries management, and how they differ from traditional recreational anglers," said Susan Baker, wildlife and fisheries graduate student. The Starkville resident was chosen based on her enrollment as a student with a culinary entrepreneurship minor, various academic accomplishments, and letters of recommendation. Applicants were required to submit a comprehensive case study in response to a business problem provided by Karp Resources. Kalich's field research project on the topic of institutional dining at MUW was a case study with great potential to initiate positive change and innovation. She is currently pursuing a bachelor of science degree in culinary arts with an emphasis in entrepreneurship and will graduate in May 2009.
